The Biden administration plans to rewrite a policy instated by former President Donald Trump that stopped federal family planning funding from going to Planned Parenthood and other clinics referring patients to abortion.

The 2019 rule, which withheld federal funding through the Title X Family Planning Program from providers who direct women to abortion services, will be rewritten by the Department of Health and Human Services.

The policy caused major organizations to opt out of the Title X program including Planned Parenthood, which is the largest provider of Title X services. Hundreds of other women's health clinics also withdrew from the program.

Biden signed a presidential memorandum on January 28 to "reverse my predecessor's attack on women's health access," noting that the change in policy "reinstates the changes that were made to Title X and other things making it harder for women to have access to affordable health care as it relates to their reproductive rights."
