The former vice president and current Democratic presidential candidate Joe Biden released his plan to counter gun violence ahead of a forum on the subject on Wednesday. He said if he is elected president, he plans to hold gun manufacturers more accountable for mass shootings and ban AR-style rifles.

Although Biden said he would not create a universal buyback program for firearms, owners of AR-style rifles would be required to register their weapons with the U.S. Bureau of Alcohol, Tobacco and Firearms. If they did not, then they would be required to sell them to the government.

Biden’s plan also features strengthened background checks, “red flag” laws, and opening manufacturers up to civil action.

The forum on gun violence will be held Wednesday in Las Vegas and is expected to feature 10 Democratic candidates. It is being held on the second anniversary of the Las Vegas massacre that killed 58 people.
