Gun rights supporters have been fixated on Richmond in recent weeks as the Democratic-controlled state legislature has proposed numerous sweeping gun control measures. The alleged neo-Nazis were reportedly planning to attend a large rally in the city.
Authorities claimed they harbored fantasies about sparking a race war in the United States.
