Pete Buttigieg proposes free public college for those making less than $100K

Democratic presidential hopeful Pete Buttigieg rolled out a proposal to make public college free for those making under $100,000 a year. Discounted tuition costs would be available for those making between $100,000 and $150,000. 

His plan would also expand Pell Grants and would add $50 billion into Historically Black Colleges and Universities (HBCUs).

Buttigieg's proposal is less progressive than those of Bernie Sanders (I-VT) and Elizabeth Warren (D-MA), who both want public college to be free for everyone regardless of their income
